Description
This service is intended for those who may require the temporary
use of government property (including public spaces) for
such purposes as luna parks, sports events, street parties,
bill boards, camping etc. These activities
require a GPD permit for the temporary use of the property.
The permit granted is typically on encroachment terms and
may therefore be withdrawn by GPD via a simple notification. Where the
activity is being held in a public space (e.g. streets and squares), and does not
exceed 40 days in duration, only a permit from the respective Local Council is required
- i.e. no permit from the GPD is required.
Procedure
An application for the temporary use of a public space or
other property may be made by means of a simple letter addressed
to the Estate Management Department, Auberge de Bavière,
Valletta. Applications are normally processed on a first
come first served basis. The application must be received
by the Estate Management Department a clear 10 working days
prior to the intended date of use, otherwise GPD cannot
guarantee that it will be able to issue the relative permit.
If approved a permit will be issued at a fee payable in
advance. The fee varies with the type of activity, the length
of use, the area of the site in square meters and the locality.
Permits granted by GPD do not exonerate the permit holder
from obtaining any other permit that may be required in
terms of any other law or regulation in force in Malta.
You are reminded that if the temporary use is required for
more than 28 days a development application with the Malta
Environment & Planning Authority (MEPA) may be required.
In such case GPD will not normally consider your application
before you provide a copy of the relative permit issued
by MEPA.
The Development
Notification Order 2001 and the Development
Notification (Exemptions) Order 2001 provide guidance
as to whether a development application to MEPA
is required. You are however advised to seek advice from
an architect.
Documents Required
i) A letter application containing such details as;
(a) name of applicant;
(b) mailing address of applicant - and possibly the e-mail;
address, (c) telephone number - including Mobile;
(d) description of property required;
(e) the use required; and
(f) the period required.
ii) Site plan showing clearly the property requested;
iii) Other requirements as may be requested.
Processing Fees
No processing fees (other than permit fees themselves) are
charged for this service.
